If I already have a member account, can I create another account for IBO?

No, you must keep the same account and upgrade to IBO. 

You must pay an IBO fee of $16.71 per 28-day cycle in order to qualify for commissions.

You have a 7-day grace period to pay the IBO fee before you miss that commission period.
